The competence model for youth workers working at an international level helps raise the quality of training programmes and related youth worker competences in the field of youth work, covering nine competence areas.

It can be used in various ways according to the context, the target group, the youth workers and the participants of various training courses.

The competence model can be explored through four learning dimensions, whose descriptions complement each other and thus explain each competence together in more detail. The four learning dimensions are Attitudes, Knowledge, Skills and Behaviour and each competence is precisely explained by detailed descriptions in these four dimensions which you would explore by looking at single competence areas shown in the wheel above.

Another approach to the competence model is to look at the learning dimensions separately. See the definitions of each of the dimensions, which offer a greater level of complexity or play an interconnecting role in defining the different competences.

The Competence Model for Youth Workers to Work Internationally acknowledges that youth work is becoming more and more European and international. It focuses on the competences needed to prepare, implement and evaluate learning mobility projects.  In the competence model, we focus on four dimensions: attitudes, knowledge, skills, and behaviours.

The model understands competences as an overall system of values, attitudes, and beliefs as well as skills and knowledge that we use to successfully manage complex situations and tasks. We chose a multi-dimensional approach for this competence model. After describing a competence we divide it into attitudes, knowledge, skills and behaviours.

Developing specific and essential competences has become increasingly important for youth workers to work internationally, and this development has shown up on the agenda of European institutions in the last decades. Providers of non-formal learning, training and education, as well as organisers in the frame of Erasmus+ and European Solidarity Corps programmes, are also paying closer attention to these competences.

We are convinced: identifying and describing youth worker competences better will help improve the image and recognition of youth workers in society. Our approach connects youth and education policies to the objectives of the Erasmus+ Youth programme and vice-versa, adds an international dimension to youth work in Europe and helps define criteria and indicators in and for youth work.

The Competence Model for Youth Workers to Work Internationally has been developed within the context of ‘European youth policies and programmes’. The model refers to the international dimension of these activities and the interaction in learning mobility projects.

The characteristics of international youth work are: work is done together with international colleagues, often using a foreign language as a lingua franca; in a value-driven context, e.g. European programmes promote participation, inclusion, democracy, human rights, etc.; with a link to the wider political context.

In the interaction between young people and youth workers, there are these ‘magical moments’ that have a decisive effect on the lives of young people. We hope that our list of attitudes and behaviours brings back memories of inspirational moments when you made a difference as a youth worker or youth work trainer. And even though these special moments are difficult to explain, the ‘magical dimension’ shows the critical role that a youth worker can play in a young person’s life. This magical spark is not a competence one can acquire. Instead, it is the magic of human interactions. It has more to do with intuition, being genuine and believing in people. These things make it more likely for the magic to happen – sometimes without us even knowing.

Use our self-assessment tool

The YOCOMO online self-assessment tool is based on the ETS competence model for youth workers to work internationally, which allows the users to perform a self-assessment in 9 competence areas, on their level of behaviours, knowledge, skills and attitudes. It offers visualisation of their results, as well as a possibility to upload evidence of their competence and enter reflection notes.
